What to expect

The Northern Virginia Technology Council (NVTC) Data Center & Cloud Community of Interest hosts a morning conversation on what a new social contract between the data center industry and the communities where data centers operate should look like. The page frames it around a fast-moving policy moment in Virginia: on Sept 18, Gov. Abigail Spanberger introduced the Data Center Accountability Framework and signed an Executive Order putting much of it into effect; on Oct 1 the Governor released the 2026 Virginia Energy Plan; and on Oct 2 Amazon announced its Data Center Commitment and Built Together initiative, with more than $1 billion for data center communities over five years.

Topics on the agenda

  • Community impact and economic value: jobs, tax revenue, workforce development and STEM education
  • Energy and grid reliability: meeting growing power demand while keeping it affordable
  • Water and next-generation cooling: technologies that cut water use and improve efficiency
  • Tax policy and community benefits: incentives, infrastructure investment and sharing the benefits of growth
  • Transparency and community engagement: building trust with residents and local leaders

Who should attend

Founders working in energy, cooling, climate tech, infrastructure, govtech or data center services, plus anyone who wants to understand how the industry is being regulated in Virginia, which the organizers call the data center capital of the world. Speakers had not been named on the event page at the time of writing.
