What it is
DC Health Link is the health insurance marketplace for the District of Columbia. It is the program name of the DC Health Benefit Exchange, which is created and governed by the DC Health Benefit Exchange Authority (HBX). The HBX was established under the Health Benefit Exchange Authority Establishment Act of 2011, effective March 3, 2012, to run DC's exchange under the Affordable Care Act. An 11-member Executive Board appointed by the Mayor and confirmed by the DC Council oversees it. Individuals, families, small businesses and their employees use DC Health Link to compare and enroll in coverage.
What it offers founders
For a startup that wants to offer health benefits, the small business marketplace is the main draw:
- DC-based employers with 1 to 50 full-time equivalent employees can view all plans and prices and enroll at any time of year.
- Carriers are CareFirst, Kaiser Permanente and UnitedHealthcare, with over 100 plans including HMO, PPO, POS and HSA-compatible options.
- Employers can offer one plan, one carrier or one metal level, letting employees choose among the options selected. Dental coverage is also available.
- Tools include the SmartChoice for Business tool, an eligibility check and cost estimator, and a tax credit calculator.
- Employers can also use health reimbursement arrangements (HRAs).
Employers set their own contribution but generally must contribute at least 50 percent of single coverage for each employee in at least one plan. A special annual enrollment period for coverage starting January 1 lets employers who cannot meet that minimum enroll, and the site currently advertises a limited-time offer for January 1 starts with no minimum participation and contributions as low as $0.
Tax credits and broker help
Businesses with fewer than 25 FTEs and average wages under $66,600 that buy coverage through DC Health Link and pay at least 50 percent of single coverage may qualify for a small business tax credit of up to 50 percent of the employer contribution, or up to 35 percent for nonprofits. DC Health Link certified brokers help with plan selection and enrollment at no cost to the business. See the small business overview and the tax credit calculator.
How to engage
Start from the small business page using Get Started or Apply Now, review the employer checklist and deadlines, or find a broker. Customer service is available at (855) 532-5465 (TTY 711), Monday to Friday, 8am to 6pm, or by secure message on the help page. Solo founders without employees can shop individual and family plans on the same site.
Why it matters in the DMV ecosystem
Benefits are a common hurdle for DC startups competing for talent. DC Health Link gives small employers a single place to compare plans from multiple carriers, offer employee choice and check tax credit eligibility, without needing to meet a minimum group size beyond one employee.
