Why public sector networking matters for DMV founders

The federal government is the largest buyer in the region, and most of its buying offices, prime contractors and industry associations sit within a short Metro or drive of each other in DC, Northern Virginia and suburban Maryland. For a startup, that density is an advantage: you can meet a program office, a prime looking for a small business teammate and a procurement counselor in the same week without getting on a plane.
Networking matters more in government sales than in most markets because buyers cannot simply pick a vendor they like. They run market research, issue sources sought notices and lean on primes with past performance. Events are where founders learn what is coming before a solicitation drops, find teaming partners, and get feedback on a capability statement. The trick is choosing events that put you in front of buyers and primes rather than a room full of other vendors.
If you are still setting up your company, start with the basics first. Our guides to the DC basic business license and Virginia SWaM certification cover the registrations that buyers in the region will ask about.
Free government contracting help: the three APEX Accelerators
APEX Accelerators, formerly known as Procurement Technical Assistance Centers, are funded through the Department of Defense Office of Small Business Programs and give small businesses no-cost counseling on selling to federal, state and local government. Each DMV jurisdiction has one, and all three run training sessions that double as some of the most useful networking in the region because the other people in the room are working on the same problem.
| Program | Who runs it | What you get | Cost |
|---|---|---|---|
| DC APEX Accelerator | DC Department of Small and Local Business Development (DSLBD) | One-on-one counseling, SAM registration help, market research, proposal help, networking with buying officers and primes | No-cost counseling |
| Virginia APEX Accelerator | Mason Enterprise at George Mason University | Counseling, monthly seminars and webinars, Bid Match daily opportunity alerts | Counseling and training free for Virginia businesses in its service area |
| Maryland APEX Accelerator | Funded through a DoD partnership, with a joint TEDCO initiative on SBIR/STTR and tech transfer | Counseling, training, certification advice, help finding government buyers | No cost to registered Maryland small businesses |
The DC office is at 441 4th Street NW, Suite 850 North, and can be reached at DSLBD.APEX@dc.gov. Before any of these meetings, register your entity on SAM.gov, the official federal registration system, since a Unique Entity ID is the first thing counselors and buyers will ask for. You can also find DSLBD, Mason Enterprise and TEDCO in the StartDMV directory.

The larger GovCon summits and who hosts them
Once you have a capability statement and a clear target agency, the bigger summits are where senior government officials speak and primes recruit partners. Tickets usually cost more, so pick one or two that match your market.
Potomac Officers Club
The Potomac Officers Club, owned and operated by Executive Mosaic, hosts annual summits on defense, intelligence, cyber, homeland security and civilian agencies. Its upcoming calendar lists the 2026 FedCiv Summit on October 29 at The Ritz-Carlton, Pentagon City, the 2026 Homeland Security Summit on November 10 at The Ritz-Carlton, Tysons Corner, and the 2026 Healthcare Summit on December 3 at the Hilton McLean. See the Potomac Officers Club directory listing.
George Mason's Baroni Center for Government Contracting
The Greg and Camille Baroni Center for Government Contracting at George Mason's Costello College of Business describes itself as a neutral convening authority. Each event pairs speakers from government, industry and academia, and recent topics have included small business size standards and AI in proposal evaluations. Recordings of past discussions are posted online, which makes it a good way to learn the issues before you attend in person.
Industry associations
Several national associations are headquartered in the region and run chapter events, small business committees and mixers:
- AFCEA International in Fairfax, with active Northern Virginia and Central Maryland chapters that run small business programming.
- National Contract Management Association (NCMA) in Reston, for contracts and acquisition professionals.
- ACT-IAC, which brings government and industry technology leaders together.
- Professional Services Council and the Coalition for Government Procurement in DC, focused on acquisition policy.
- Intelligence and National Security Alliance (INSA) in Arlington, for the intelligence community.
Where to find more public sector events
No single calendar captures everything. These are the sources we check when building the StartDMV calendar:
- GovEvents, a free directory of more than 1,500 upcoming government and military events, searchable by topic such as cybersecurity, state and local, and virtual.
- National Veteran Small Business Coalition, which tracks procurement events including the U.S. Department of Transportation Veteran-Owned Small Business Summit on November 19 in Washington, DC.
- The SBA Washington Metropolitan Area District Office and the DC Small Business Development Center, which run free training on federal certifications.
- State procurement offices such as Maryland's Office of State Procurement and eVA, Virginia's eProcurement marketplace, for state and local contracts that are often easier first wins than federal work.

How to get real pipeline out of a GovCon event
- Pick your agency first. Go to events where your target agency or its primes are speaking. A focused list of three agencies beats working every room.
- Bring a one-page capability statement. List your core competencies, NAICS codes, Unique Entity ID, certifications and past performance. Your APEX counselor can review it for free.
- Talk to small business liaison officers. Agencies and large primes have small business offices whose job is to meet companies like yours. Ask how they run market research and which vehicles they use.
- Look for teaming, not just contracts. Many first federal dollars for startups come as a subcontract to a prime. Ask primes what capability gaps they are trying to fill.
- Follow up within 48 hours with a short note, your capability statement and one specific idea tied to what you heard.
